If you are looking for commercial software:

You have to find someone that does digitizing. Call your local store that handles machine embroidery, and ask them if they can recommend someone that handles digitizing.
The digitizing tells the machine how to embroider the motif.

Jpgs are pictures so it will have to be digitized in order to be used on an embroidery machine. If you have digitizing software you can do it yourself, if not there are lots of good digitizer who will do it for you.

First you need to figure out if the jpg picture you are trying to turn into a design is copyrighted…Disney or Cartoons are always copyrighted and cannot be converted by ANYONE to a digitized embroidery design without purchasing a licence.
If it is a picture someone you know personally drew or a photograph you took that you want to convert, you are okay and just need to purchase some digitizing software such as EMBIRD to do it yourself. If you are planning on purchasing software there are several on the market and you should try before you buy as this can be a significant investment. EMBIRD has a 30 day free trial before you need to purchase it and is very reasonably priced.
If you want to ask someone else to do it for you, there are lots of websites with digitized designs on them. Just contact any one of the owners of those sites and they will be happy to give you a price, or even possibly do the design for free.

I did not see the previous answers so pardon me if I repeat. I used to use a Brother PE 400D before I went to Viking machines.
Do you have a digitizing program? There are quite a few programs out there. I have used Click n Stitch.
Whatever the program, It should allow you to select the jpg image. It will then convert it to a PES file. You write the file to a blank card, put the card in your machine. Do you have a reader/ writer card? I used the Amazing Box and blank card.
I hope this helps!
